MPP & CGL Information Session

On November 4, 2024, MABC hosted an education session on the Midwives Protection Program (MPP) and Commercial General Liability (CGL) Insurance.

Midwives Protection Program (MPP)

The Midwives Protection Program (MPP) is administered and delivered by the Risk Management Branch of the Ministry of Finance in conjunction with the Ministry of Health and the Midwives Association of British Columbia. MPP covers the professional practice liability concerns of registered midwives who are members of MABC and who are in good standing with the B.C. College of Nurses and Midwives.

The MABC has administered the MPP malpractice insurance program on behalf of the Ministry of Finance since 2002. We ensure that all practicing midwives are covered under MPP at all times while practicing in BC.

*November 2023 Update* Effective October 1, 2023, at 12:01 a.m., MPP has made changes to the MPP coverage.  The revised MPP wordings have been introduced to enhance coverage for midwives, specifically addressing costly liability claims and providing additional support for certain midwifery service delivery models. To gain a comprehensive understanding of these changes and how they may impact you, we encourage all members to refer to the documents listed below:

MPP core coverages provided are: malpractice liability, criminal defense, reimbursement, coroner's inquest legal assistance and disciplinary matters assistance.

MPP & Commercial General Liability (CGL) coverage requirement

In addition to MPP malpractice insurance, and as per the Midwifery Services Contract, each practicing midwife in BC is required to carry Commercial General Liability (CGL) coverage.  CGL coverage is available through various insurance companies. It is up to the individual member to choose their insurance provider for this coverage.

Proof of MPP Coverage

Midwives are required to include proof of malpractice insurance coverage with their application for hospital privileges. Please be aware that the Midwives Protection Program does not have a policy number and is referred to as MPP. The MPP insurer is the Risk Management Branch of the provincial Ministry of Finance.

Members with a BCCNM "practicing" status can download their certificates of MPP coverage directly from their own MABC accounts' homepage, as shown in the image below:

The certificate can be addressed using an optional field – some examples of how members can customize the recipient to their certificates are: Jane Doe, credentialing coordinator for IHA, or, Kelowna General Hospital.

Reporting Incidents and Potential Claims

To report a potential claim to MPP:

  1. Find MPP contact information on the MPP Incident Reporting Form (PDF) and listed below.
  2. Review the Risk Management Policy - Reporting to MPP (PDF) and proceed as directed in the policy. The policy includes the MPP Incident Reporting Guidelines 2018 and the MPP Incident Reporting Form.
  3. Email the completed MPP Incident Reporting Form to  or fax to 250-356-0661.
  4. Contact MPP by phone at any time at 250-356-1794 (24 hours).

After which a Claims Examiner or Legal Counsel will call you.
